Is dimethicone a microplastic?

It is a silicone, not a plastic polymer, and it behaves differently in the environment and on skin. The ones to watch on your labels are polyethylene, acrylates copolymer and carbomer in leave-on products.

My lip balm lists polybutene. Bad?

It is a synthetic polymer that sits on your lips all day, where some of it gets ingested. Leave-on plus mouth contact is the highest-exposure combination in beauty. I can suggest wax-based swaps that score much lower.
