Yes, melamine is a plastic — a thermoset resin, usually with a wood-flour or paper filler. It is the material of unbreakable picnic and children's tableware, and it must never go in a microwave.

What Melamine actually is
Melamine-formaldehyde resin, cured into a hard, ceramic-feeling plate that cannot be remelted. That thermoset structure makes it durable and dishwasher-tolerant, and it is why it feels nothing like ordinary plastic. It is also why the surface, once scratched or chipped, cannot be reflowed — the damage is permanent.

What Melamine releases, and when
Melamine monomer migration into hot and acidic food is the established concern in the regulatory literature, and it is the reason every manufacturer prints "not microwave safe" on the base. Particle release specifically has not been measured. What is visible without any instrument is the surface: melamine tableware develops knife scoring and chips readily, and those are contact surfaces against food.
