The 75% figure is a modelling estimate built on literature degradation rates, not direct plant sampling, and industry bodies dispute it by pointing to conditions under which PVA does biodegrade. Both sides have a real argument. What is not in dispute is that PVA is a synthetic polymer.

Limitation: Measures release into wash water, which is an environmental pathway. It says nothing about what you inhale from the same garment while wearing it, which is the human-exposure question and is much less studied.
