Why these are in toothpaste at all

Polymers solve real product-engineering problems: they thicken the paste so it doesn't separate, they create the smooth squeeze-out texture, they help suspend abrasives evenly, and they create the foam most consumers expect. Plant-based alternatives (xanthan gum, guar gum, cellulose) work but cost more and produce slightly different texture.

Why the beads went but the polymers stayed

People remember the microbead ban and reasonably assume the problem was solved. It was solved for one specific thing, and toothpaste is the clearest illustration of the gap.

On 18 December 2015 Congress passed the Microbead-Free Waters Act, amending the Federal Food, Drug and Cosmetic Act. Manufacturing of affected products had to stop by 1 July 2017 and sales by 1 July 2018. The FDA states explicitly that the law reaches products that are both a cosmetic and a non-prescription drug — toothpaste is the example it names. Canada, the UK, South Korea, Taiwan and New Zealand passed comparable laws.

So why does the ingredient list on your tube still say poloxamer 407 or PEG-8? Because the Act is narrower than almost anyone realises, in three specific ways:

  • It defines a microbead by its job, not its chemistry. The statutory definition is a solid plastic particle under five millimetres intended to exfoliate or cleanse. A polymer doing any other job — thickening, film-forming, controlling viscosity — is untouched by it.
  • It only covers rinse-off products. Leave-on cosmetics were exempt entirely. Toothpaste happens to fall inside the rinse-off scope, which is why the beads genuinely did disappear from it.
  • It says nothing about liquid or dissolved polymers. PEGs, poloxamers and carbomer are not solid particles, so they were never in scope, and they are what remains in toothpaste today.

That is the honest shape of it: the ban worked exactly as written, and what it was written to cover was a small part of the problem.

The gap has not closed since. The EU adopted a far broader restriction on intentionally added synthetic polymer microparticles under REACH in October 2023, with transition periods running out to 2035. In the United States no federal legislation has been proposed to go beyond the 2015 Act; California has moved on labelling at state level and that is the extent of it. For now, reading the label yourself is the whole of the consumer-protection system.

The packaging tube

Standard toothpaste tubes are multi-layer laminates of HDPE and aluminium foil, they aren't recyclable in most municipal programs and they leach particles into the paste during the months it sits on the shelf and in your bathroom. Recent alternatives:
